Part I: The Transition from Analogue Borders to Digital Borders

If you wanted to understand a country's wealth or identify the economic borders of the world hundreds of years ago, all you had to do was look at its ports, customs houses, and the ships docked at its harbors. Whoever controlled these gateways determined who was allowed to enter the market and who was left outside. Today, however, a profound transformation has taken place. Customs houses and commercial terminals still stand where they have always stood, but they are no longer the principal instruments of economic power. A significant portion of the world's economic borders has moved to a place invisible to the naked eye, into software algorithms, cloud infrastructure, and global standards for data exchange. The world's economic borders have not disappeared. Rather, they have shifted from the physical, analogue world into digital networks, and today it is computer code that issues our visa for entry into the global economy. 

This transformation reveals one of the fundamental realities of the digital economy. Although technological progress has reduced the cost of moving goods, accelerated commercial transactions, and made connections between markets easier, it has simultaneously created new mechanisms for controlling access to the global economy. As a result, participation is no longer simply a matter of crossing geographical borders. It now depends on compatibility with the infrastructure, standards, and rules that govern this network. Consequently, the criteria for participation in the global economy have also changed. Product quality, capital, technology, and market access remain among the principal determinants of competitiveness, but they become genuine economic advantages only when there is an effective connection to the global economic network. In other words, connectivity itself has become one of the prerequisites for competition. Any company or country that fails to establish an effective connection with this network will encounter barriers to global markets before it even has the opportunity to compete.

Under these conditions, entry into the global economy no longer depends solely on crossing geographical borders. It also requires a new set of capabilities and prerequisites. These capabilities and prerequisites may be described as a Digital Visa: a combination of infrastructural, technological, regulatory, and institutional capacities that enable a business or a national economy to connect to the global economic network. 

The logic behind this transformation can be explained through network theory. Just as compatibility with communication protocols is a prerequisite for establishing connections between nodes in network engineering, compatibility with digital infrastructure, standards, and protocols has likewise become a prerequisite for meaningful participation in the code-driven economy, where companies, governments, financial institutions, and digital platforms constitute the nodes of this vast network. In practice, this network is built upon cloud computing, global financial messaging systems, and automated digital identity verification algorithms. Data, capital, and services are permitted to move only when they conform to these proprietary standards. Within such a structure, failure to align with these technical layers is more than a technical shortcoming; it amounts to complete exclusion from the international system of economic exchange. 

To understand this more concretely, it is sufficient to look at the United Nations' official reports on the global digital divide. International statistics show that today more than 70 percent of the global cloud computing and data infrastructure market is concentrated in the hands of just five major technology companies. This statistic conveys a clear message: the primary channels through which the world's flows of money, credit, and commercial information move are managed by platforms whose rules of connectivity are written unilaterally and on an exclusive basis. When international development institutions warn that developing countries are becoming increasingly marginalized because of weaknesses in these foundations, this is precisely the issue they are pointing to. In this new world, you may produce the highest quality goods, but if your financial and logistics systems are unable to align with the protocols of these dominant platforms, your computer code will simply be ignored. This is the Digital Visa without which an economy, no matter how real or productive it may be, is excluded from the map of global economic exchange.

This concentration has transformed the way power is exercised in the global political economy. Within this new structure, excluding an actor from international economic exchange no longer requires the physical closure of borders or the imposition of traditional sanctions. Instead, the rules of the network gradually push noncompliant actors to the margins of mainstream economic exchange. When a country's regulatory frameworks or technical layers fail to align with these shared rules, an automatic and structural mechanism of isolation is set in motion. In this process, that economy's share of and opportunities for participation in the global market are systematically transferred to actors that comply with the standards of the network. This represents a structural yet fundamental shift in the boundaries of economic influence, where shares of international markets are no longer reallocated through instruments of physical coercion, but through algorithmic systems. 

This reality raises a fundamental question for policymakers: in a world where the borders of trade are defined by code, standards, and digital infrastructure, what is the role of governments? Will governments remain the principal actors in global trade, or should they instead become the architects and regulators of this new economic order? At the same time, what role will the private sector, which designs and owns many of these platforms and protocols, play in the emerging balance of economic power? 

Part II: The Architects of the New Economic Paradigm

The relocation of economic borders has transformed the roles of the principal actors in this sphere, namely governments and the private sector. In the industrial economy, the primary responsibility of governments was to build and maintain physical infrastructure such as ports, railways, and transportation networks. In the digital economy, however, this responsibility has shifted to the design, governance, and protection of technological, financial, and legal infrastructures, the very foundations upon which today's economic activity takes place. 

The experience of leading economies, together with comprehensive assessments conducted by international development institutions covering tens of thousands of businesses, demonstrates that under this new paradigm governments are responsible not so much for engaging directly in commercial activities as for creating and maintaining the infrastructures through which commerce operates. When governments move away from this strategic role and become direct participants in the marketplace, their primary function is weakened. Direct government participation in the market suppresses private sector competition, undermines incentives for investment, and encourages the outflow of both financial and human capital, because no private enterprise can compete with the state's power and exclusive advantages. At the same time, concentrating on executive activities and short term commercial interests diverts governmental resources and capacity away from long term responsibilities such as developing strategic infrastructure, establishing effective regulatory frameworks, strengthening international coordination, and enhancing national competitiveness.

For this reason, many successful modern economies have established a clear distinction between regulation and direct operational involvement. In these countries, governments concentrate on developing digital infrastructure, ensuring compliance with international standards, guaranteeing legal interoperability, strengthening cybersecurity, and advancing technology diplomacy in order to enable the national economy to maintain sustainable connectivity with global networks. At the same time, the development of digital platforms, financial technologies, cloud services, and market driven innovation is entrusted primarily to the private sector, an approach that preserves the government's strategic capacity while sustaining competition, innovation, and growth for businesses. 

Singapore is one of the clearest examples of this model. Rather than becoming directly involved in commercial activities, the government concentrated its investment on building institutional and digital infrastructure. Through its Smart Nation initiative, Singapore developed the national digital identity system Singpass, the PayNow payment infrastructure, open banking frameworks, government cloud infrastructure, and a comprehensive set of regulations governing cybersecurity, digital transactions, and the protection of personal data. These measures created a shared digital architecture that enabled the private sector to innovate upon it, expand the scale of its activities, and compete in global markets.

Meanwhile, the development of financial services, digital platforms, logistics solutions, cloud services, and most other commercial activities was entrusted primarily to private enterprises operating within a transparent framework aligned with international standards. This separation between the government's regulatory role and the commercial activities of the private sector not only strengthened the government's institutional capacity but also enabled the private sector to serve as the principal engine of innovation, market development, and international competitiveness. Singapore's experience demonstrates that in a networked economy, the competitive advantage of nations arises not from expanding the government's presence in the marketplace, but from their ability to build the infrastructures that enable the private sector to establish effective and sustainable connections with the global economic network. 

Part III: A Modern Iran and the Visa for Entry into the Global Economy Every

new paradigm creates new winners and new losers, and the code-driven economy is no exception. During the industrial era, economic development depended primarily on capital accumulation, the construction of physical infrastructure, and the passage of time. Under the new paradigm, however, competitive advantage depends above all on the ability to connect to global networks. Consequently, this transformation should not be viewed merely as a threat to developing economies. Rather, it represents a strategic window of opportunity that can enable them to narrow part of their historical gap with advanced economies more rapidly than in the past. 

For Iran, this structural transformation reveals two realities simultaneously. First, moving further away from the infrastructures, standards, and rules of the networked economy continuously increases the cost of participation for domestic businesses in international trade. The second reality is the opportunity embedded within this very shift in paradigm. As the rules of the game have changed, so too has the path toward competitiveness. Countries that once had no choice but to follow a lengthy process of industrialization in order to reduce their development gap can now narrow part of that distance through the development of the digital economy, integration with global networks, and alignment with emerging standards and protocols. 

Within this new landscape, competitive advantage no longer stems from natural resources, territorial size, or even a country's production capacity. The defining factor is the ability to connect to the principal channels through which trade, capital, data, and innovation flow. In other words, competition today is no longer primarily about gaining physical control over markets. It is about securing a position within the networks that shape the flow of the global economy. 

The current structure of Iran's economy faces profound constraints in gaining access to the core of these networks, constraints that may be likened to the absence of a visa for entry into the global economy. Unlike geographical borders, however, these structural and platform-based boundaries are neither fixed nor immutable. The very paradigm that has transformed the rules of the game has also created the possibility of redefining the economic position of nations.
